Admission of Non-Citizen Students into Public Education Institutions


Malaysia would like to encourage non-citizens to study in the country. Non- citizens may enrol into any universities of their choice. 

Admission to Public Institutions of Higher Education

For registration into public institutions of higher education a non-citizen should:

  1. Apply directly to the respective higher education institution through its Registrar’s Office, Academic and Admission Department using a form tailored for non-citizens.

  2. For those with a permanent resident status, they are required to apply through the Student’s Admission Management Unit for Higher Education Institutions (UPU) for admission into higher education institutes.
