Definition of a Disaster A disaster is an event that occurs suddenly and is often complex or widespread in nature. It may result in loss of life, damage to property, destruction of the environment, and disruption to daily life and essential services. During disasters such as floods, landslides, storms, or major fires, members of the public are advised to remain calm and follow the instructions issued by the relevant authorities to ensure the safety of themselves and their families. The following are the general procedures carried out during a disaster: National Disaster Management Agency (NADMA) Malaysia Civil Defence Force (APM) Royal Malaysia Police (PDRM) Fire and Rescue Department of Malaysia (JBPM) Department of Social Welfare (JKM) Malaysian Meteorological Department (METMalaysia) Department of Irrigation and Drainage (JPS) Department of Environment (JAS) Ministry of Health Malaysia (MOH) Official government radio, television, and online portals Identify the nearest Temporary Evacuation Centre (PPS) in your area. Proceed immediately to the designated Temporary Evacuation Centre (PPS) if instructed to evacuate. Use safe evacuation routes. Do not wait until the situation becomes more dangerous. Bring a Grab Bag containing essential items, including: Grab Bag Identity card (MyKad) and important documents Essential medications Basic clothing Mobile phone and charger Food and baby essentials, if required Avoid crossing fast-flowing water or entering flood-affected areas. Switch off electricity and gas supplies if it is safe to do so. Stay away from electrical poles and downed power lines. Do not share unverified information or rumours. 999 – MERS 999 Emergency Response Service 991 – Malaysia Civil Defence Force (APM) Update your personal and family information through the MyIBJKM application. Identify and nominate a representative for your household using the MyIBJKM application. Register with the authorities as a resident or non-resident disaster victim. Apply for the Compassionate Cash Assistance (Bantuan Wang Ihsan) through the MyIBJKM application during registration. Follow all safety instructions issued by the authorities. Maintain personal hygiene and look after your health. Use the facilities provided responsibly. Confirm that the area has been declared safe by the relevant authorities. Avoid touching electrical appliances or wiring until they have been inspected and deemed safe. Check the structural condition of your home before entering. Ensure your home is free from hazards and venomous animals such as snakes and centipedes. Document any damage, if necessary, to support applications for disaster relief or financial assistance. Apart from the procedures during a disaster, there are also early preparations for disasters that do not affect the residence (for example: drought) such as: Drink plenty of water to stay hydrated Avoid going outdoors unless necessary, especially during the hottest part of the day Wear a face mask to reduce exposure to dust, haze, or poor air quality when required
The National Disaster Management Agency (NADMA) is the central agency responsible for coordinating disaster management in Malaysia at the federal, state, and district levels. Key roles of NADMA: 1. Coordination of Large-scale Disaster Management Coordinate the response of all relevant agencies, including JKM, APM, PDRM, KKM, RELA, and others during disasters. Ensure disaster response operations are carried out efficiently and in an organised manner. 2. Disaster Planning and Policy Develop national disaster management policies and action plans. Establish guidelines and standard operating procedures (SOPs) for disaster management. Disaster Preparedness Implement the Community-Based Disaster Risk Management (CBDRM) programme. Conduct disaster training and simulation exercises. Enhance the preparedness of communities and government agencies for disasters. 4. Emergency Response Activate the Disaster Operations Control Centre (PKOB) during Level 3 disasters. Coordinate rescue operations and the delivery of immediate assistance. 5. Information and Communication Management Disseminate official disaster-related information to the public. Provide the latest disaster reports and situation updates. 6. Post-disaster Recovery Coordinate community recovery efforts. Manage financial assistance and support for disaster victims.

Who are NADMA partners? NADMA Partners is a volunteer and community collaboration initiative introduced by the National Disaster Management Agency (NADMA) to strengthen disaster preparedness and disaster management in Malaysia. The initiative brings together non-governmental organisations (NGOs), corporate organisations, and academic institutions to support disaster management efforts before, during, and after disasters.

MyIBJKM is the official mobile application developed by the Department of Social Welfare (JKM) to enable disaster victims to manage essential processes before, during, and after a disaster. Through the app, disaster victims can: Appoint a representative as the Head of Household (KIR). Update details of all Household Members (AIR). Find the nearest Temporary Evacuation Centre (PPS). Check in to or check out from a Temporary Evacuation Centre (PPS). Apply for Compassionate Cash Assistance (BWI). Check the status of their BWI application. Compassionate Cash Assistance (BWI) is a financial aid programme provided by the Government to individuals affected by disasters, particularly floods and other natural disasters officially declared by the District Disaster Management Committee Chairperson or the relevant authorities. The assistance is coordinated by the National Disaster Management Agency (NADMA) in collaboration with state governments, district authorities, and relevant agencies to help ease the financial burden of disaster victims during the recovery process.
