1) Malaysian citizen.

2) Aged between 18 and 43 years old (Start-Up) or 21 and 45 years old (Scale-Up).

3) Monthly net income below RM5,000 (Start-Up) or at least RM5,000 (Scale-Up).

4) Have an agricultural, livestock, fisheries, or food industry project that meets the required operational period.

5) Have suitable agricultural land or premises to carry out the project.

6) Have attended a technical course or training recognised by KPKM (unless exempted).

7) Have relevant SSM business registration documents or business licences (mandatory for the food and agro-based industries).

8) Start-Up grant applications are limited to once in a lifetime.

9) Have an existing project operating for at least 3 years for Scale-Up applications (subject to applicable exemptions).
