Appointing Authorities (PBM) are bodies with the legal authority to appoint individuals into public service.

1. Public Service Commission (SPA)

Appoint members in the Federal General Civil Service, the State Civil Service of Malacca, Penang, Perlis and Negeri Sembilan.

2. Judicial and Legal Service Commission (SPKP)

Appointments of legal officers.

3. Education Service Commission (SPP) 

Appointments of teachers, lecturers and non-teaching staff in education service.

4. Police Force Commission

Appointments into the Police Force.

5. Malaysian Armed Forces Council

The Malaysian Armed Forces Council is a military body responsible under the general authority of the Yang di-Pertuan Agong as the Supreme Commander for the governance, discipline and administration of the Malaysian Armed Forces.

6. Federal Statutory Body

Federal Statutory Body is an agency within a ministry that is formed in accordance with certain powers and acts under the provisions of Act of Parliament.

7. State Public Service Commission

State Public Service Commission (SPAN) is a body established by the state government under the provisions of the respective state laws to manage the affairs of the state civil service. 

The following states have their own SPAN, depending on the state constitution and the powers provided by Article 144 of the Federal Constitution.

Meanwhile, the following 4 states do not have their own SPAN. Recruitment for these state departments is managed by the SPA at the Federation level:

• Perlis
• Pulau Pinang
• Melaka
• Negeri Sembilan

A State Statutory Body is an agency formed in accordance with certain powers and enactments under the provisions of a State Legislative Assembly Enactment.

9. Local Authorities (PBT)

Local Authorities (PBT) are government bodies at the local level that are responsible for administering and managing their administrative areas in accordance with existing legal provisions.

PBT has the power to appoint officers and staff to meet daily operational needs. However, this is subject to the approval and control of the State Government, especially for permanent appointments, promotions, and restructuring of the position structure.
