SPPIM refers to the Islamic Marriage Management System of Malaysia , an online system developed by the Department of Islamic Development Malaysia (JAKIM) in collaboration with State Islamic Religious Departments (JAIN) to manage and coordinate marriage affairs of Muslim couples in Malaysia. For Muslim couples, the pre-marriage course is a mandatory requirement before applying for marriage permission. This course covers guidance and skills to help you build a harmonious marriage life. Before solemnisation, couples must apply for marriage permission at the religious office. You can apply directly online via the SPPIM portal. Some documents required for verification and upload include HIV screening results and wali information. For states not using SPPIM, applications can also be made at these links: For applicants in Sabah, marriage permission applications must be made at the district religious office or the Department of Islamic Affairs Sabah. For cases requiring court approval, couples are advised not to set a wedding date before receiving a Syariah Court order.
Under the Department of Syariah Judiciary Malaysia (JKSM), certain marriages require Syariah Court approval beforehand, including: Men intending to marry more than one wife must obtain court approval. The court will assess financial ability, fairness, and other reasons. If the guardian cannot be located, refuses, is ineligible or has passed away. The Syariah Court must issue a Guardianship Order to replace the absent guardian. This order is required before the marriage application is approved. The age limit for underage marriage for men and women is subject to the laws of each state. If any underage couple wants to get married, they need to get a court order and it only applies to the state in question. A man who has divorced his wife and is still in his wife's iddah period must apply for permission from the sharia court to marry another woman. Women who have been divorced without having had intercourse (decorated widows) must apply for permission from the syariah court to marry. All matters regarding permission to marry must be referred to the syariah court nearest to the place of residence.
Every prospective Muslim couple is required to undergo an HIV screening test at a government clinic only. This procedure is important to ensure that this infectious disease is not spread to their partners and unborn children. If you are applying through SPPIM, the HIV screening form issued is specific to your application and your partner only. Make sure you bring the correct form during the test to ensure your application is processed correctly. This HIV screening test report is only valid for 6 months. If the HIV result is positive, you will be referred for advice from the Health Clinic and the respective state religious office.
If you do not have an official marriage certificate issued by the Islamic Religious Office in Malaysia, you must register your marriage to avoid legal implications. The marriage card is an official card issued by the State Islamic Religious Department as proof of marriage. Advantages of a marriage card: Legal proof of marriage that is easier to carry than a physical marriage certificate. Simplifies inspections by authorities. Useful when applying for assistance, verifying heirs, and so on. A marriage card is not a compulsory document, but useful for convenience without having to bring the marriage certificate.
