Application for OKU Card
In Malaysia, Persons with Disabilities (or in Malaysia, better termed as OKUs) are defined under the Persons with Disabilities Act 2008 (Act 685) as individuals who have long-term physical, mental, intellectual or sensory impairments which may prevent them from full and effective participation in society on an equal basis with others.
The following are the categories and types of disabled individual recognized by the Social Welfare Department (JKM): Categories of disability: Loss or disability of a limb Muscle or joint weakness Unable to walk or requiring assistance with a support device (wheelchair, cane, etc.) Examples: amputation, cerebral palsy (CP) Challenges in learning abilities involving cognitive, academic or adaptive functions Usually identified in childhood Examples: Dislexia Autisme (ASD) Down Syndrome Global Developmental Delay (GDD) Attention Deficit Hyperactivity Disorder (ADHD) Partial or total loss of hearing Need hearing aids or alternative communication such as sign language Blindness or limited vision even after treatment Examples: total blindness, severe low vision, retinitis pigmentosa Problems with sound production, articulation or speech fluency Can occur due to neurological damage or damage to the muscle structure of the mouth Examples: severe stuttering, pronunciation problems, no speech at all Mental disorders that affect thinking, emotions and behavior Must be certified by a government psychiatrist Examples: schizophrenia, bipolar, severe depression Individuals who have more than one type of disability at the same time Example: Visually and physically impaired, learning and speech impaired
The following is the registration procedure for Persons with Disabilities (OKUs) in Malaysia: New Registration: Eligibility requirements Malaysian citizens Certified by a government medical expert to have a permanent physical, mental, learning, hearing, speech, vision or various disabilities. Documents required: Application Form for Registration of the Disabled (BPPOKU) (Amendment 2/2019) A verification report certified by a medical specialist at a government or private hospital/ clinic A copy of MyKad (adult) or birth certificate (for applicants under 12 years old) How to apply There are two ways to register: Manually Submission of BPPOKU documents (Amendment 2/2019) at the JKM counter for the registration process Online via MyDaftar OKU OKU Card Applicants will receive an OKU Card indicating their disability category. This card can be used to obtain facilities and privileges specific to OKUs.
