The Royal Malaysia Police (PDRM) is responsible for maintaining public order, national security, and the sovereignty of Malaysia. The Royal Malaysia Police Volunteer Reserve (SSPDRM) provides Malaysian citizens with the opportunity to serve on a voluntary basis by assisting the Royal Malaysia Police (PDRM) in carrying out duties related to public safety, crime prevention, public order management, and community engagement programmes for the well-being and prosperity of the nation. Volunteer Smartphone Patrol (VSP) is the official mobile application introduced by the Royal Malaysia Police (PDRM) to enable members of the public to submit information, complaints, and reports quickly and conveniently through multimedia features such as photos, videos, and GPS coordinates. The main function of the Fire and Rescue Department of Malaysia (JBPM) is to extinguish, fight, prevent and control fires, as well as to provide efficient and effective humanitarian services, including the protection of lives and property during any disaster or emergency. The functions carried out by the Department in accordance with the provisions under Sections 5(1) & (2) of the Fire Services Act 1988 (Act 341) are as follows: Extinguish, fight, prevent and control fires. Protect lives and property in the event of a fire. Ensure the availability of fire escapes and their proper maintenance and regulation. Conduct investigations into the reasons, causes and circumstances of fires. Provide humanitarian services, including the protection of lives and property during any disaster. In addition to its duties under subsection (1), JBPM may carry out any other duties assigned to it by law or otherwise prescribed by the Minister for implementation.
The Volunteer Fire Brigade (PBS) is a volunteer team that assists the Fire and Rescue Department of Malaysia in fire prevention, operations, rescue activities and emergency assistance within the local community. The team is established to enhance community preparedness in responding to emergencies and to provide faster initial assistance before the arrival of the Fire and Rescue Department of Malaysia. Volunteer Fire Officers (PeBS) are also provided with basic training related to fire safety, security and rescue to ensure they are able to perform their duties more efficiently and safely. If your area requires a Volunteer Fire Brigade, the following steps can be taken: Identify the needs of the area Identify fire and emergency risks in your area. Consider the distance to the nearest fire station. Obtain support from local residents/community for membership. Establish a pro-tem committee Appoint a coordinator or pro-tem committee. Identify potential members from the local community. Determine the PBS operating location. Obtain support and cooperation Contact the nearest State JBPM/Division for advice and coordination. Prepare the registration requirements List of names and details of prospective members. Information on the location and coverage area of the PBS. Information on the PBS organisation/committee. Supporting documents required by JBPM. Submit the application to JBPM The application for establishment and registration must be submitted through the channels prescribed by JBPM. JBPM will assess the suitability of the area, operational requirements and safety aspects. Obtain support from the Chief of the Fire Station responsible for the area where the PBS is to be established. You are also required to submit an official application to the State JBPM Director with clear justification.
The Malaysia Civil Defence Force (APM) is a national emergency response and civil protection agency under the Prime Minister's Department. It plays a vital role in assisting communities before, during, and after disasters, emergencies, crises, and rescue operations, in accordance with the Malaysia Civil Defence Force Act 1951 (Act 221). Key Functions of APM Carry out rescue, protection, and humanitarian assistance operations in response to enemy threats, disasters, and emergencies. Provide emergency response and humanitarian aid services throughout Malaysia. Assess and disseminate information, advice, and warnings to the public regarding enemy threats, emergencies, and disasters. APM also operates the Civil Defence Special Force (PASPA), which specialises in: Urban Search and Rescue (USAR) High-risk and hazardous search and rescue operations Scuba diving rescue operations Air, jungle, and water rescue operations APM also conducts various civil defence and safety development programmes for schools, higher education institutions, and the wider community, including: Tunas Pertahanan Awam (TUSPA) – Primary Schools Kadet Sekolah Pertahanan Awam (KASPA) – Secondary Schools Pasukan Institusi Pertahanan Awam (PISPA) – Diploma and Equivalent Programmes Kor Siswa Siswi Pertahanan Awam (Kor SISPA) – Bachelor's Degree and Equivalent Programmes Civil Defence Auxiliary (CDA) – Government, Private Sector, NGOs, and Community Organisations
Next Generation Malaysian Emergency Response Services 999 (NG MERS 999) is a modernisation initiative by the Government through the Ministry of Communications to enhance and modernise the management of the emergency response system nationwide. Main Functions of NG MERS 999: Receive emergency calls from the public Use a single call taking concept, where only the relevant data is forwarded to the respective emergency agencies, except for the Royal Malaysia Police (PDRM), which continues to use the double call taking concept Determine the caller’s location for immediate assistance Coordinate emergency responses more quickly The main agencies connected through NG MERS 999 are: Royal Malaysia Police Fire and Rescue Department of Malaysia Ministry of Health Malaysia Malaysia Civil Defence Force Malaysian Maritime Enforcement Agency The 999 emergency line must only be used for genuine emergencies. Any form of misuse constitutes an offence under Subsection 233(2) of the Communications and Multimedia Act 1998. Individuals found guilty may be subject to: A maximum fine of RM500,000; Imprisonment of up to 2 years, or both. For offences that continue after conviction, an additional fine of RM5,000 may be imposed for each day the offence continues.
The Malaysia Volunteer Corps Department (RELA) is a federal government department under the Ministry of Home Affairs (KDN) that manages a volunteer-based security force. RELA plays an important role in supporting national security, public safety, unity, social harmony, and the well-being of the nation through voluntary participation by the community. Under the Malaysia Volunteer Corps Act 2012 (Act 752), the primary roles of RELA include: Assisting security authorities whenever required. Supporting traffic control and public safety operations. Participating in community service activities. Assisting in the protection of government buildings, statutory bodies, and private property upon request. Individuals who voluntarily join RELA are known as RELA members. Membership : valid for five (5) years from the date of registration and may be renewed, subject to the prescribed requirements. Did You Know? While carrying out official duties, RELA members are recognised as public servants under the Penal Code (Act 574). Benefits of Becoming a RELA Member As recognition for their voluntary service, RELA members are entitled to: Duty allowances in accordance with the prescribed rates and conditions. Various other benefits and incentives provided by the Government.
In addition to its general membership, RELA also extends volunteer opportunities to university students through the RELA Student Brigade (RELASIS), which has been established at selected public universities and higher education institutions across Malaysia. The primary objectives of RELASIS are to: Foster patriotism, discipline, and the spirit of volunteerism among university students. Develop leadership qualities, character, and essential soft skills. Provide exposure to security awareness, disaster management, and community service. RELASIS membership is open to registered students of higher education institutions, subject to the eligibility requirements set by RELA and their respective institutions.
Individuals who wish to join RELA as volunteer members must meet the following eligibility requirements: Be a Malaysian citizen. Be 18 years of age or older. Not be a member of the Malaysian Armed Forces. Not be a member of any other registered volunteer force or volunteer scheme. Applications are subject to the screening and approval process established by the Malaysia Volunteer Corps Department (RELA).
